US President Donald Trump should realise Russia's leader Vladimir Putin "is mocking his good will", Polish Foreign Minister Radoslaw Sikorski has said following deadly Russian missile strike on the Ukrainian city of Sumy on Palm Sunday.

"I want to say I'm shocked by the recent wave of Russia's strikes on Ukraine," Sikorski said before a meeting with his EU peers in Luxembourg on Monday.

"Ukraine unconditionally agreed to a ceasefire over a month ago," he noted, adding that the attacks on Kryvyi Rih and Sumy are "Russia's mocking answer".

"I hope that President Trump and the US administration see that the leader of Russia is mocking their goodwill, and I hope the right decisions are taken," Sikorski said.

On Sunday, Russian forces launched two ballistic missiles at Sumy in north-eastern Ukraine. According to Ukrainian authorities, 34 people, including two children, were killed in the strike. The rockets hit the city centre as people were on their way to or returning from church services for Palm Sunday, which is celebrated in Ukraine on that day.

The attack on Sumy was the second large-scale assault on Ukrainian civilians this month. On April 4, Russian troops killed 19 people, including nine children, in Kryvyi Rih in central Ukraine. A 20th victim later died in hospital. (PAP)
