Poland to revamp its policies concerning protection to foreign citizens

Poland intends to establish a revised framework for providing national and international protection to foreign citizens, drawing upon its past experiences, as outlined in the recently approved migration strategy.

The document published by the Prime Minister's Office on Thursday includes a clause that allows a nation facing threats from hybrid activities, such as the human trafficking through the border with Poland that is aided by Belarus and Russia, to refuse entry to individuals who attempt to use asylum applications as a guise for crossing its borders.

"The same principle shall be applied to foreign citizens who are suspected of posing a threat to the society of the receiving country," reads the document. The authors suggest that, in such cases, authorities should implement a temporary and geographically limited suspension of the right to seek asylum.

Poland drawing on its previous experiences, will develop a framework that provides both national and international protection to foreign nationals who can adequately justify their asylum claims and submit them at specified locations under particular conditions.

The authors recognise that the protection of foreign citizens, both nationally and internationally, is primarily governed by international laws. Consequently, Poland will seek to alter its approach to this matter, including at the European Union level.

The document states that "the suspension of asylum applies not only to unlawful border crossings but also refers to the possibility for a temporary and territorial halt to accepting asylum applications at border crossings or other locations when national security is under immediate threat." The also authors mentioned that Finland had implemented comparable measures, which have initiated a dialogue regarding their possible incorporation into EU legislation. (PAP)
